Captain Schmidt began his police career in Law Enforcement with the Manheim Borough Police Department, Manheim, Pa. in January 1985. In May 1986, he began his career with the Lancaster City Bureau of Police. While a patrol officer, he served as a Field Training Officer and Breathalyzer Operator. In April 1991, he was transferred to the Criminal Investigation Division and then promoted to Detective in June 1991. He remained within the Criminal Investigative Division until March 2002. During those years he investigated and charged cases ranging from Property Crimes (thefts) to Violent Crimes (homicides and sexual assaults). He received advanced training and experience in crime scene investigations and assisted the Lancaster Bureau of Police obtain their first Mobile Forensic Unit in 1997. He also investigated numerous homicide crime scenes and participated with Lancaster County’s first Investigative Grand Jury.
Captain Schmidt was promoted to Sergeant in March 2002. He served as a Patrol Division Supervisor. In September 2003 he was transferred to the Lancaster Township Sergeant / Investigator and then a Detective Sergeant within the Violent Crime Unit. Captain Schmidt was promoted to Lieutenant in September 2006, and served as Patrol Lieutenant supervising “A” Platoon. In early 2007, he was moved to the Criminal Investigation Division allowed him again able to prosecute and coordinate major investigations including homicide cases, child abuse cases. He also supervised the Property Crimes Unit and then the Special Investigations Unit within the Criminal Investigative Unit. In October 2010 he accepted responsibility in the Administrative Services Division and served briefly before being promoted to Captain in November 2010.
Captain Schmidt has received numerous awards throughout his career to include; The Kauffman Award, Award for Merit, Police Foundation Award for Excellence, Distinguished Unit Citation, numerous letters of commendation and numerous letters of appreciation from other Law Enforcement agencies and the citizens of Lancaster for outstanding police work and representation of the Bureau.
Captain Schmidt serves as the commander of the Administrative Services Division. He is responsible for the oversight of the Records Unit, Information Technology, Training, Jail section, Professional Standards and Community Relations. Additionally, he oversees the Police Bureau’s $22 million budget, facilities management, policy writing, and grant administration. He also serves on the boards of the Lancaster Community Safety Coalition, and the Lancaster City Police Foundation.
Captain Schmidt was born in Abington, Pa. and graduated from Upper Moreland High School, Willow Grove, Pa. and York College of Pennsylvania, York, Pa. with a BS in Criminal Justice. Captain Schmidt attended and graduated from Northwestern University School of Police Staff and Command in May 2011. He has received numerous awards and commendations including several merit and unit awards. He is married with a son, daughter and two step daughters.
