CHILD PORNOGRAPHY ARREST

 

April 2014 the Lancaster Bureau Police took a report about a Megan’s Law registrant looking at pornographic images on a computer at the Lancaster County Public Library 115 N. Duke St.  Detective Rob Deeter was assigned as the lead investigator.  The subject of the investigation was identified as Andrew Paul Spedden a 42 year old man from the 800 Block of Columbia Ave Lancaster. 

 

Based on the course of the investigation Det. Deeter requested assistance from the United States Postal Inspector’s Office.  Det. Deeter and a postal inspector initiated an undercover investigation into Andrew Spedden.

 

Through the course of this several month investigation Spedden agreed to trade child pornography with an undercover investigator.  On Saturday, July 26th, 2014 Spedden met with an undercover investigator and disseminated numerous images of child pornography from a digital storage device to the undercover investigator in exchange for two DVD’s that contained child pornography. 

Spedden was arrested after the exchange and transported to the Lancaster City Police station for additional processing and investigation.  Based on the arrest investigators recovered several images of child pornography and seized other electronic devices that will need to be analyzed by computer forensic experts. 

 

Based on the investigation at this point Spedden was charged with:

 

1)    Sexual Abuse of Children (F-2) two counts for being in possession of Child Pornography

2)    Sexual Abuse of Children (F-2) one count for delivering or disseminating child pornography. 

Spedden was committed to the Lancaster County Prison in lieu $250,000 bail after his arraignment before MDJ miller.  The investigation into Spedden is continuing.
