POLICE LOG 10.8.15

SHOTS FIRED:  On Tuesday October 7, 2015 at approximately 10:04 am Officers from Lancaster City Police responded to the area of 500 blk. Chester St. for a report of shots fired. This occurred at the same time that a funeral service for a homicide victim was taking place at Bethel A.M.E. Church on E. Strawberry St. 

Initial information provided to responding Officers was that a potential suspect was observed entering a residence on the 400 blk. Green St. That information proved to be unfounded.

Officers located spent shell casings on the 500 blk. Chester St. At least one parked/unoccupied vehicle and at least one home were struck and damaged by gunfire. 

Detectives and Officers canvassed the area, spoke with witnesses, collected evidence and are reviewing surveillance video from the area. This investigation in on-going. No arrests have been made as of the time of this release.

DEATH INVESTIGATION: On Tuesday October 7, 2015 at approximately 5:53 pm Officers responded to a Check on the Welfare complaint on the 500 blk. N. Franklin St. 

Officers discovered a male inside a parked vehicle. That male was found to be deceased. There were no obvious signs of injury or trauma to the male. He was taken to the Lancaster County Coroner's Office for an autopsy to be performed at a later time. 

The male was from out-of-county and was in his 30's. He is not being identified at this time, pending notification of a next-of-kin. This investigation is on-going.

AGGRAVATED ASSAULT: On Tuesday October 7, 2015 at 4:20 pm Officers met with the victim of a domestic violence incident. The victim told Officers that earlier in the day, at approximately 2:00 am, he had been assaulted by his brother. This reportedly occurred inside a residence on the 200 blk. N. Reservoir St.

During the course of the assault, the suspect struck the victim with brass knuckles. The suspect also had a handgun and shot at the victim, striking the floor near the victim's feet. The home was occupied by other family members at the time of the assault.

Officers checked for the suspect at his place of employment in Manor Twp. but he was not there. At approximately 10:41 pm Officers received information that the suspect had returned to the home on N. Reservoir St. Officers were able to safely evacuate family members from the home. Officers made entry to the home and were able to place the suspect into custody. The handgun used in the assault, a 9mm semi-automatic pistol, was recovered from inside the home.

As a result of this incident, Off. Ryan Burgett charged Ravouth Cheng A/M/26 200 blk. N. Reservoir St. with Aggravated Assault (Domestic Violence), 3 counts Recklessly Endangering Another Person and Simple Assault (Domestic Violence). The charges were filed before MDJ Jimenez. Cheng was arraigned on the charges and committed to Lancaster County Prison in lieu of $500,000 bail.

All persons accused of a crime are presumed innocent until proven guilty in court.
