DRUGS AND STOLEN GUN ARRESTS 100 BLK. E. WALNUT ST.
On Tuesday August 5, 2014 at approximately 2:17 pm Officers from Platoon D responded to 121 E. Walnut St. 2nd floor apartment for a complaint of the odor of Marijuana coming from inside that apartment.
Upon arrival, the Officers were able to detect an odor of burnt Marijuana from the 2nd floor apartment. Officer Dickinson knocked on the door in order to make contact with the occupants. Upon seeing uniformed Officers in the vestibule area, occupants of the apartment did not open the door for Officers and the Officers could hear the sounds of running back and forth inside the apartment over their heads.
Officer Landis moved the rear of the building to watch the rear fire escape. Officer Landis observed an occupant of the apartment throwing items from a rear porch onto an adjoining property. Officer Landis approached the bottom of the stairway that led to the rear of the 2nd floor apartment. A male, later identified as Alex Palmer, had walked down the steps from the rear of the 2nd floor fire escape. Palmer was carrying a tote bag. Upon seeing Officer Landis, Palmer dropped the bag and attempted to run back up the steps to the apartment. Officer Landis detained Palmer. The tote bag was open and Officer Landis was able to see bags of what looked like Marijuana as well as a semi-automatic handgun.
Officer Dickinson was still at the front vestibule and observed a male, later identified as Radames Vargas, carrying a plastic bag and looking down the steps to see that Police were still there.
While Officer Landis was still to the rear with Palmer, he observed Vargas exit the rear of the apartment and retrieve some of the items that Palmer had discarded. Vargas was seen near a neighbor’s grill. A later search found a bag of suspected Marijuana concealed in the same grill under the lid. The inside of the apartment was checked and all other occupants were identified. A check of the handgun found in the bag revealed that it had been stolen during a burglary in Manheim Township in 2010. A search warrant was executed at the apartment. The search revealed additional Marijuana, packing materials/paraphernalia as well as a sawed-off shotgun.
As a result of this investigation the following charges were filed before MDJ Wilwerth.
Alex Palmer W-H/M/36 100 blk. E. Walnut St. Lancaster, PA
Possession with Intent to Deliver(Marijuana), Criminal Conspiracy(PWID), Receiving Stolen Property, Tampering with Evidence, Firearms not to be carried without a license, Prohibited Offensive Weapons and Possession Drug Paraphernalia.
Palmer was arraigned and committed to LCP on a detainer from Adult Probation. His bail set at $150,000.
Radames Vargas W-H/M/19 100 blk. E. Walnut St. Lancaster, PA
Possession with Intent to Deliver(Marijuana), Criminal Conspiracy(PWID), Tampering with Evidence and Possession Drug Paraphernalia.
Vargas was arraigned and committed to LCP in lieu of $20,000 bail.
