At approximately 5:22 p.m. August 24, 2013, Officer Will Smith observed a suspicious occupied vehicle in a private parking lot in the 1st Blk. of S. Arch Street. Ofc. Smith conducted an investigation and discovered the occupant to be in possession of approximately 44 grams of Marijuana. The suspect’s information is as follows:
On August 23, 2013 at approximately 12:10 a.m., Officer Ryan Hockley of the Lancaster City Police Department responded to a reported weapons in progress, in the area of the 1st Blk. W. Farnum St. Lancaster Community Safety Coalition (LCSC) camera operators reported that they observed a group of males and that one of the males, described as a Hispanic male, dressed in shorts and white t-shirt with a logo had been observed pulling a firearm from the waistband of his pants. LCSC continued monitoring the males and relaying information to Lancaster County Wide Communications dispatchers until officers were able to come into the area of the 200 Blk. Church St, where the males were now reported to be walking.
On August 21, 2013 at approximately 9:24 p.m. Off. Greg Berry responded to a report of a weapons offense. Off. Berry spoke to the victim, a 22-year-old Manheim resident, and learned that she had been robbed at gun point. The victim stated that she was sitting on a set of steps in the 1st block of E. Vine St. when two subjects walked past her. She stated that the subjects then turned around and walked back to where she was sitting and one subject, later identified as William Ortiz-Rivera, pulled a gun from his waistband and pointed it at her. Ortiz-Rivera then grabbed the victim’s handbag and attempted to take it from her. The victim refused to give up her handbag. Ortiz-Rivera then ran south on Christian St. with the other suspect, later identified as Jan Ortiz.
On August 17, 2013 at approximately 8:38 p.m. multiple Lancaster City Police officers were dispatched to the intersection of Green St. and Pershing Ave. for a subject who had been involved in a fight, and had then been seen placing a hand gun into his front waistband. This incident was observed by Lancaster Community Safety Coalition employees who were monitoring LCSC cameras and immediately contacted Lancaster County Wide Communications (LCWC). LCSC employees saw the suspect lifting his shirt up and displaying the firearm within view of the camera. The first arriving officer, Off. Glenn Stoltzfus, observed a subject matching the description in the 500 blk. of Pershing Ave. Off. Stoltzfus confirmed through LCWC that this was the subject seen with the firearm as LCWC communicated with persons from the Lancaster Community Safety Coalition.
On July 13, 2013 a victim reported that her 2003 Chevrolet Cavalier coupe was stolen sometime throughout the night from the 500 blk of N. Charlotte Street. The victim’s bank card was inside the vehicle at the time of the theft. The vehicle was recovered unoccupied in an alley adjacent to the 600 blk. Lake St. later that day, however the bank card was missing. The bank card was later used at the AB Fashions Clothing Store, 643 Columbia Ave. Police are attempting to identify the two subjects in the attached photos obtained from AB Fashions surveillance cameras.
